Here are the characters that you can find in the game and what you need to get them:

Student Rank: Starting rank (Yen for these characters costs 150 each)
Naruto, Sasuke, Sakura, TenTen, Neji, Rock Lee, Shino, Kiba, Hinata, Dosu, Zaku, Kin, Gaara, Kankuro, Temari, Ino, Chouji, and Shikamaru

Genin Rank: 360-400 experience (Yen for these characters range from 350-500)
Kidoumaru, Tayuya, Jiroubou, Sakon, Iruka, Raiga, Haku, Shigure, Oboro, Mizuki, Shizune, Medical Shizune, and Demon Brothers

Chuunin Rank Rank: 1120 experience
None to obtain

Special Jounin Rank: 2800 experience (Yen for these characters range from 500-800)
Aoi, Zabuza, Anko, and Drunk Lee

Jounin Rank: 4000 experience (Kabuto, Kimimaro and TS characters cost 800, and others costs 1000 Yen)
Kurenai, Asuma, Kakashi, Gai, Kimimaro, Kabuto, Baki, and All TS chars

Anbu Rank: 5500 experience (Cost 1500 Yen each, Kyuubi Naruto costs 1000 Yen, and Anbu Kakashi costs 800 Yen)
Shodaime, Yondaime, Jiraiya, Kyuubi Naruto, Anbu Kakashi

Missing-Nin Rank: 5500 experience (Cost 1500 Yen each, Curse Seal Sasuke costs 1000 Yen, and Doutou costs 800 Yen)
Orochimaru, Itachi, Kisame, Doutou, Curse Seal Sasuke
